Also note that the 10c SD stamp is uncancelled so this adds to the puzzle. Was this a misunderstanding of the regulations?  I believe if the sending PO affixed a US special delivery stamp (which was allowed) they were not supposed to cancel it, but in this case it is a Canadian stamp. Or did someone stick the SD stamp and sticker on after the fact? Still would be overpaid by a penny. Let me know your thoughts.
